A parking sign states a condition. But a condition is not the same as the authority to enforce it. What a two-hour limit reveals about the gap between basis and legal power.
When a city creates a local traffic rule that does not exist as statewide law, the question is not only whether the ordinance exists. The deeper question is whether the public had fair notice before punishment attached.
Small towns do not become unaffordable all at once. They lose affordability through early signals: longer commutes, rising rents, unfilled jobs, and young residents quietly concluding that there is no room for them to remain.
Pay, purpose, flexibility, and wellness programs can improve the conditions around work. But engagement depends on whether the work itself gives employees a meaningful structure they can inhabit.
